ISSUE Some 2003-2007 Crown Victoria Police Interceptors and Taxi Vehicles may exhibit a reduction in power at wide open throttle (WOT) when accelerating from a stop, particularly after extended idle. ACTION If the customers concern is a lack of power at WOT especially after prolonged idle and possible accompanied with a malfunction indicator light (MIL) on with diagnostic trouble code (DTC) P0191, remove and clean the fuel tank and replace the fuel pump. NOTE VEHICLE MAINTENANCE ITEMS SUCH AS RESTRICTED IN-LINE FUEL FILTERS CAN CAUSE SIMILAR CUSTOMER COMPLAINTS AND SHOULD BE ELIMINATED AS POTENTIAL CAUSES BEFORE PROCEEDING WITH THIS TSB.

NOTE: Ford DOES NOT provide procedures to retrieve or clear trouble codes without the Super Star II tester. The anti-lock brake/traction assist system has on-board diagnostic capabilities. However, the module as received from manufacturing is equipped with a stored error code (61). This will affect the service procedure. The error codes can be retrieved from the ABS module in the following manner. 1. 2. 3. 4. Connect Super STAR II tester to connector located in engine compartment on the power distribution box. Turn on Super STAR II tester and latch button down in TEST position. Turn ignition switch to RUN position. Read first code output. After approximately 15 seconds, the next code will be output. Leave button latched until all codes are output. NOTE: Make sure that all codes are written down. 5. The diagnostic procedure should be as follows provided that the CHECK ANTI-LOCK BRAKE indicator stays on all the time or flashes intermittently. NOTE: If the BRAKE warning indicator is on or intermittently comes on, refer to the Warning Indicator Symptom Chart. NOTE: If there are more codes stored in the anti-lock brake control module memory, no codes will erase until all codes have been output by the Super STAR II tester, all malfunctions have been serviced and the vehicle is driven about 40 km/h (25 mph). This means that if a 20s code originally existed and was serviced, it can be ignored when running the on-board diagnostic the second time. If the first code received is 18, 19 or in the 20s and no other code is received, service the indicated component. No other codes can be output if a 20s code exists. After servicing the indicated 18, 19, or 20s code, repeat the procedure for retrieving error codes. 6. If a code 61 is received with any other code, ignore the code 61 and service the other indicated components. If, after correcting all other indicated malfunctions, the CHECK ANTI-LOCK BRAKE indicator is still on, service the Fluid Level Switch (FLS) circuit. 7. If a code 61 is received and no other codes are received, service the FLS circuit. 8. If no code, or only a code 10 is received, use the Anti-Lock Quick Check Sheet since some possibilities are not recognized and retained in the anti-lock brake control module memory. When dealing with intermittent ABS warning light ON concern, make certain to visually inspect all wiring related to the component associated with the code received.

FORD: 2005-2008 Crown Victoria ISSUE Some 2005 to 2008 Crown Victoria Police Interceptor vehicles built before 10/19/2007 may exhibit MIL illumination accompanied with a lack of power and/or a buck/jerk condition on acceleration, especially in colder temperatures. This may be caused by an improperly sealed air box resulting in inaccurate air flow measurements by the mass air flow (MAF) meter. ACTION Check lower air cleaner assembly for case distortion resulting in improper air filter positioning. Follow the Service Procedure steps to replace the warped air cleaner assembly. NOTE THIS ONLY APPLIES TO CROWN VICTORIA POLICE INTERCEPTOR VEHICLES. SERVICE PROCEDURE 1. Remove the upper air box cover as per Workshop Manual (WSM), Section 303-12. Check the lower case for outward distortion of the walls which results in improper air filter fit. Check any areas along the length or width of the air filter seal which are not in contact with the lower case. a. If the case is not warped, do not continue with this TSB and refer to the Powertrain Controls/Emissions Diagnosis (PC/ED) for further diagnosis.b. If the case is warped, proceed to Step 2. Replace the air box assembly per WSM, Section 303-12. Clear all DTCs.

Customer Concern: Tests/Procedures: Potential Causes: Tech Tips: Diagnostic Codes: The check engine light is on with a trouble code P1140. 1. Check the right side (passenger side) Intake Valve Timing Control Position (IVTCP) sensor for 12 volts on the Black/White wire. 2. Check the IVTCP sensor for a good ground on the Black wire. 3. Scope the Yellow/Green signal wire and look for a square wave signal of around 8 volts. Check the pattern of the right side sensor and if unsure of the pattern, compare it to the left bank sensor. IVTCP Sensor Wiring — IVTCP sensor wiring/connection. This code is for the right (passenger) bank IVTCP Sensor or sensor circuit. The right and left bank sensors can be swapped from side to side to see if the code will follow the sensor. The sensor is on top of the timing cover. P1140
