FORD: Crown Victoria, Taurus Ford GT Mustang Ranger Expedition Explorer This article supersedes TSB 04-25-1 to update the vehicle model years. ISSUE Some vehicles may exhibit a bubbling or blistering under the paint on aluminum body parts. This is due to iron contamination of the aluminum panel. 1. Corrosion should be removed by blasting. Use an aggressive blasting material, such as acrylic (salt grain size). 2. Use a DA sander with 180 grit paper backed abrasive. Only sand and featheredge the damaged area. 3. Mix and apply Ford approved epoxy primer, per the manufacturer’s label instructions. Bake at 140° F (60° C), or use an infra-red lamp for curing. 4. If necessary, mix and apply two-part polyester filler to a slight over crown. Allow polyester filler to cure 20-30 minutes, or mix and apply spray polyester filler two-three (2-3) coats as necessary. Allow to cure per manufacturer’s label instructions. 5. Hand-sand the repair area with 80 grit sand paper to remove excess filler. 6. Finish-sand the repair area with 400 grit sand paper. 7. Mix and apply Ford approved primer/surfacer per manufacturer’s label instructions. Bake at 140° F (60° C) or use infra-red lamp for curing.

Steering Column Shroud Ignition Switch Lock Cylinder Screw (2 Req’d) Turn Signal and Windshield Wiper Switch Tilt Wheel Handle and Shank Steering Column Shroud-Lower Screw (3 Req’d) Tighten to 2.1-2.9 Nm (19-25 Lb-In) Tighten to 3.5-5 Nm (31-44 Lb-In) Tighten to 0.6-1.1 Nm (7-10 Lb-In) 5. Remove four bolts and instrument panel steering column cover (04459) from under steering column tube. 6. Remove steering column shroud (3530) . Disconnect all electrical connections from turn signal and windshield wiper switch (13K359) . 7. Remove two screws retaining turn signal and windshield wiper switch and remove turn signal and windshield wiper switch. 8. Pull transmission selector lever arm and support to the full down position (column shift). 9. Remove four (Taurus), five (Sable) instrument panel finish panel retaining screws. 10. Remove instrument panel finish panel by pulling toward driver to unsnap snap-in retainers and disconnect wiring from switches, electric clock (15000) and warning lamps. 11. To install, reverse Removal procedure.

NOTE: If a heater core leak is suspected, the heater core must be pressure leak tested before it is removed from the vehicle. For additional information, refer to Section 412-00 .
1. Remove the instrument panel (04320). For additional information, refer to Section 501-12 .
2. Remove the right-side cowl vent screen (018A16).
3. Remove the screws and the water shield (02254).
4. Using suitable hose pinching pliers, clamp the heater hoses. Disconnect the heater hoses.

Some vehicles, may exhibit drivability conditions.
These may include: • No start • Difficult to start • Stall • Low idle • Rough • High idle • Hesitation/surge while accelerating or at steady speed These conditions may be intermittent with no Diagnostic Trouble Codes (DTC) and no Malfunction Indicator Lamp (MIL). In some cases DTC and MIL may be evident. ACTION Trouble cannot be identified with 95% of returned Idle Air Control (IAC) valves. The following procedure is supplemental information to normal diagnostics to facilitate accurate identification of malfunctioning valves. These symptoms would include engine stall, hard start, crank/no start, idling problems, and Idle Speed Control System related DTC’s. If the service writer uses the attached worksheet (Figure 2) for all drivability concerns including stalls it will assist the technician making a correct repair the first time.

FOLLOW THIS TSB PROCEDURE ONLY IF THERE ARE NO SPECIFIC MISFIRE TSBs/SSMs RELEASED FOR THE VEHICLE SYMPTOM BEING
EXPERIENCED. ISSUEnApproximately 50% of coil on plug (COP) coils returned for warranty do not have a problem.
ACTION The misfiring cylinder must be identified through Self-Test misfire codes or through WDS Power Balance. Rule out base engine problems, rule out fuel problems, and then look at ignition problems (be sure to rule out coil primary circuit issues).
Once the above steps have been completed, and the issue is in the secondary part of the ignition system, the oscilloscope procedure outlined in this TSB can isolate the difference between a coil or spark plug problem.
